TOLL COLLECTION
According to the Public Roads Law (“Official Gazette of Republic of Macedonia” no.26/96) is foreseen one part of the financing of the public roads to be provided by the fee paid for usage of a motorway and its section (section 96) if on the same route exists other public road with modern pavement (article 103).
The way of determination of the fee for usage of the motorway sections (motorway tax-toll) for vehicles with foreign and domestic license plate is established with the article 4 of the “Decision for the fee for usage of a motorway and its section”, brought by the Government of the Republic of Macedonia and published in “Official Gazette of Republic of Macedonia” no.52/2000.
The Decision was brought according to the article 103 paragraph 2 in the Public Roads Law.
The users of a motorway can subscribe for usage of the motorway sections for which is foreseen a payment with modes and conditions that are defined by the Fund for National and Regional Roads.
Collecting of the fee for usage of a motorway in the Republic of Macedonia is made with open toll collection system composed of 10 toll plazas

According to the Public Roads Law (article 103 paragraph 4) collection of the special fee (motorway tax- toll) for usage of the motorway is made by the public company “Makedonijapat”, whereupon compulsorily it is realized a receipt (fiscal receipt) to the user for the paid fee.
The payment of the fee for usage of the motorway (motorway tax-toll) is obligatory for all users of a motorway and its section
According to the Law for Registration of Cash Payment, article 2, is compulsorily to realize a fiscal receipt for cash payment for effected profit that is service.
According to the article 8 of the Law on modifications and amendments of the Public Roads Law (“Official Gazette of Republic of Macedonia” no.30/2007) will be imposed a fine penalty in an amount from 1000 to 2500 euro for committing a violation to company or individuals if not realise a receipt (fiscal receipt) for the effected toll payment(motorway tax-toll).
Fine penalty from 100 to 300 euro will be imposed to company or individual if does not keep the receipt (fiscal receipt) in the vehicle during the entire driving on the road or does not show it to the person competent for control over the implementation of the provisions of the Public Roads Law.
According to the article 1 of the Law on modifications of the Public Roads Law (“Official Gazette of Republic of Macedonia” no.31/2006 ) are exempted of the obligation to pay motorway tax-toll the following vehicles :
1. Vehicles with police escort ;
2. Vehicles of the Army of the Republic of Macedonia, Police, Urgent medical help, Red Cross , Fire service and funeral vehicles ;
3. Vehicles owned by disabled persons with the following diagnosis dystrophy, sclerosis multiplex , celebral paralysis, paraplegy, hemiplegy, quadriplegia, poliomielitis, dialyses patients and persons with amputation of leg or arm with bodily injuries over 80% , is established with an act of the authorized commission in the Fund for Pension and Disability insurance of the Republic of Macedonia.
Technological solutions applied on the pay tolls in the Republic of Macedonia
Payment of the toll with payment tickets:
In the period till 1997 the toll payment was made with previously printed tickets for foreign and domestic vehicles for each toll plaza, apart for each category from the four vehicle categories, in open system of layout of the toll plazas on the motorway in the Republic of Macedonia.
Toll collecting with computer system
The computer system in the toll collection is introduced in order to increase the diligence and control in the collecting of data for the passed vehicles and payment as well to facilitate the work of the employees in the toll plazas.
During 2006 the ten payment plazas were fiscalized whereupon a little change was made of one part of the outdated computer equipment and the program for toll collection.
The program is open for installation of periphery devices in order to create a modern integrated system for toll collection that will use modern IT technologies which is already used in other systems for toll collection.
The toll payment can be made in cash on the toll plazas where the user gets a fiscal receipt or by subscription, with buying, from JP “Makedonijapat”,an adequate toll tickets according to the vehicle category.
Analyzing the present system for toll collection the need for implementation of a new system for toll collection has appeared in order to improve and modernize as well as to harmonize with the directives of the EU. Thus will achieve a total interoperability with the other systems.
In order to realize the foreseen program, the Fund for National and Regional Roads prepares a tender documentation for a new integrated toll collection system.
