| On the basis of the Article 57 of the Law on Public Procurement (Official Gazette of the Republic of Macedonia, No. 19/2004), the Fund for National and Regional Roads” – Skopje, announces
OPEN INVITATION TO TENDER No.07-09/07
1. GENERAL PROVISIONS
1.1 The Procurer of the Open Invitation to Tender No.7/2004 is Fund for National and Regional Roads with headquarters at Dame Gruev Str. No. 14, Skopje, tel. +389 2 3118 044, fax. +389 2 3228 454.
1.2 Subject of this procurement is: Reconstruction, widening with additional traffic lane for slow vehicles on the regional road R-106 Gradsko - Prilep, sections: from km 25+050 to km 30+500 and from km 43+700 to km 47+900.
1.3 All interested local and foreign legal entities which are registered for civil engineering activity are entitled to submit Tender to this Open Invitation to Tender.
1.4 A group of Tenderers which have signed a contract for business - technical cooperation, are also entitled to submit Tender, but in such case each of the Tenderer is obliged to submit the required documentation which has to be compulsory attached to the application, and which is respectively listed in Item 2 of this Invitation.
1.5 The interested Tenderers may obtain the Tender Documents for “Reconstruction, widening with additional traffic lane for slow vehicles on the regional road R-106 Gradsko - Prilep, sections: from km 25+050 to km 30+500 and from km 43+700 to km 47+900” from the Fund for National and Regional Roads, Dame Gruev Str. No. 14, Skopje, III floor, room no. 6.
1.6 The Tender Documents are prepared in Macedonian language.
1.7 The procurement is not divisible and it will be realized with one Contract.
1.8 Tender Documents by foreign Tenderers with the supporting documents have to be translated in Macedonian language.
1.9 Carrying out the Works shall be performed according to the Annual Program for 2007 and it will continue in the next years, according to the established funds from the next programs.
2. CONTENT OF THE TENDER
2.1 Presentation of the Tenderer (name, address, headquarters, authorized persons, telephone, telefax);
2.2 Financial and economic capability in accordance with the Article 40 of the Law on Public Procurement.
2.3 Technical capability according to the Article 41 of the Law on Public Procurement.
2.3.1 Performed constructed structures of this type in the last 5 (five) years, with amounts, dates and procurers in a form as required in the Tender Documents.
2.3.2 Mechanization capabilities, machines, equipment, plants, facilities, year of manufacture, etc., as well as the equipment for attesting (proving) and quality control of the laboratory, in a form as required in the Tender Documents.
2.3.3 Personnel capabilities, technical experts who will be engaged for carrying out the works and quality control, in a form as required in the Tender Documents.
2.3.4 Construction methodology, program for carrying out the works and sources of materials as required in the Tender Documents.
2.3.5 Bill of Quantities filled in with unit prices and total price as presented in the original of the Tender Documents. In the total price, the value of VAT has to be separately indicated.
2.4 Tender Guarantee issued by an acceptable Bank, on 5% of the total offered price, Article 81.
2.5 Tender Validity shall be 63 days (9 weeks).
3. DEADLINE AND WAY OF SUBMISSION OF TENDERS
3.1 Deadline and way of submission of the Tenders is not later than 16.10.2007 to 12:00 (local time). According to the Article 78 of the Law on Public Procurement, the Tenders may be submitted by mail, at the following address: Fund for National and Regional Roads, Dame Gruev Str. No. 14, Skopje or to be delivered in the Archive of the Fund for National and Regional Roads, every working day.
3.2 The Tenders shall be submitted in accordance with the Tender Documents.
3.3 Tenders received in the Archive of the Fund for National and Regional Roads after the deadline for submission of tenders and Tenders are not prepared according to the requirements of this Open Invitation will not be taken into consideration.
3.4 Each Tenderer may submit only one Tender.
4. FINAL PROVISIONS
4.1 Tenders opening is public and it is carried out in presence of the authorized Tenderers representatives, which is confirmed with original document certified by the responsible person of the firm.
4.2 Public opening session will be held on 16.10.2007 at 12:00 (local time), in the premises of the Fund for National and Regional Roads, VI floor.
4.3 Tender Documents may be obtained every working day from 9:00 to 15:00 (local time), room no. 6 at third (III) floor, and upon payment of nonrefundable fee in amount of 20.000 MKD at the account, Budget of the Republic of Macedonia, Fund for National and Regional Roads number 100000000063095, account number for payment 660016000366012, revenue account code and program 725939 00. The Technical documentation may be examined in the same period and term every working day.
4.4 ACCOUNT DETAILS for payments in EUR only:
The tender documentation for the Open Invitation to Tender may be obtained every working day from 9 a.m. to 3 p.m. at the following address: Fund for National and Regional Roads Dame Gruev Str. No. 14, 1000 Skopje, Republic of Macedonia, upon payment of non refundable fee of Euro 330, or it may be sent by courier upon receipt of the evidence for payment of the abovementioned amount. The interested Tenderers are bound to pay non refundable fee for providing the tender documents:
in favor of the Fund for National and Regional Roads, with designation: for purchasing documents for the Open Invitation to Tender No.07-09/07.
