Brief Description of the Works:
Motorway E-75, section Tabanovce - Kumanovo in length of 7.62 km is a part of Trans European Road Corridor X. This section is located in front of the border between the Republic of Macedonia and Republic of Serbia. The existing road (1x2), with traffic in two directions, should be upgraded to motorway standards (2x2). The Works include construction of one new carriageway (parallel with the existing one) and widening of the existing carriageway. Detailed Design for execution of the Works is prepared by Granitproekt - Skopje (in Macedonian language). The alignment of the motorway is in flat terrain. Conditions of Contract for construction: FIDIC. Deadline for execution of the Works is 18 months.

This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 1704 of 16 June 2007, (posted online 30 May 2007).
The Republic of Macedonia has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the construction of Motorway E-75, section Tabanovce - Kumanovo, and it intends to apply part of the proceeds of this loan to payments under the Contract for the Works. As well, this Contract will be jointly financed by the Fund for National and Regional Roads, too. The Bidding process shall be governed according to the rules and procedures for eligibility of the World Bank. The Fund for National and Regional Roads now invites sealed bids from eligible bidders for the Works which include:
Construction of one completely new carriageway (11m’), reconstruction with widening of the existing carriageway (from the existing width of 8.00 m’ to width of 11.00 m’), central reserve (4.00 m) and shoulders (2x1.00 m).
Expected quantities of the Works are: excavations 250,000 m3, embankment 200,000 m3, sub-grade 150,000 m2, blanket course of crushed stone 60,000 m3 and asphalt pavement 170.000 m2. Further, the Works comprise the following elements:
Channels and drainage structures,
Dislocation of the existing installations,
Road furniture and marking
Implementation of environmental measures
Ensuring uninterrupted traffic during construction of the new motorway,
Reinforced concrete bridges, interchanges, overpasses, underpasses:
Interchange ”Tabanovce” at km 1+987 (underpass, L= 8.1 m.)
Bridge at km. 2+875, L= 27.0 m.
Overpass at km. 5+670, L= 42.0 m. (Recica)
The Bidders have to have to satisfy at least the following qualification requirements:
Eligibility: The Bidders have to satisfy the eligibility requirements (eligible countries, conflict of interest, ineligibility of the Bank, resolutions of the United Nations Security Council, etc) according to the Bidding documents,
Financial situation: (a) Minimum average annual turnover of 15,000,000 EUR, calculated as total certified payments received for contracts in progress or completed (construction works), within the last five (5 ) years (b) access to financial resources such as lines of credit, etc. in amount of at least 2,000,000 EUR, necessary for covering the costs of the construction in a period of three months.
General experience: (a) Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten (10) years,
Specific experience: (a) successful experience in construction and completion of at least two projects of motorways and main roads in the last 7 years (2000-2007), each in amount not less than 5,000,000 EUR, and (b) for each of these projects minimum experience has to be presented for the following key activities: (1) 300,000 m3 earth works; (2) 2,000 m3 concrete works; (3) 30,000 tons asphalt works; (4) experience in construction of bridges and/or overpasses.
Personnel: (1) Project Manager shall have at least 10 years total working experience with at least 7 years working experience on similar projects and 5 years as a manager on similar projects, (2) Assistant Project Manager shall have at least 8 years total working experience with at least 6 years working experience on similar projects and 4 years as a manager on similar projects, (3) Asphalt Engineer shall have at least 8 years total working experience with at least 5 years working experience on similar projects, (4) Material Engineer shall have at least 8 years total working experience with at least 5 years working experience on similar projects.
Equipment: The Bidder shall have the equipment in his ownership or he shall have ensured access to the following key equipment, not older than 7 years, with minimum capacities: (1) excavation equipment with capacity of 1,500 m3/day, (2) concrete plant with capacity of 20 m3/hour, (3) asphalt plant with capacity of 80 t/hour, (4) pavers which enable asphalting of the traffic lanes in width of at least 11.0 m without longitudinal joints.
Stone materials: The Bidder has to submit appropriate proposal for the sources of stone materials (of lime and eruptive origin) that he will use for providing stone materials and which are key materials for preparation of concrete, blanket course of crushed stone and asphalts.
Joint Venture: The Lead Partner and each partner in JV have to satisfy the requirements specified in the Bidding documents.
Maximal percentage for subcontracting: 40%

Bidding will be conducted through the international competitive bidding procedures (ICB) according to the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004), and is open to bidders from all countries as defined in the Guidelines.
Interested eligible Bidders may obtain further information from and inspect the Bidding documents at the Fund for National and Regional Roads at the address specified below, from 09:00 to 13:00 every working day. A complete set of Bidding documents in English or in Macedonian language (at Bidder’s choice) may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 18,000 MKD (Macedonian denars) or 300 EUR. At request by the Bidder, the Bidding documents will be promptly dispatched by courier, but the Employer will not accept any liability in case of loss or late delivery of the documentation.
We, now, invite you to attend the pre-bidding meeting which will be held on February 15, 2008 at 9:00 AM (local time) in the premises of the Fund for National and Regional Roads. Maximum two representatives of each Bidder may attend the pre-bidding meeting.
Bids must be delivered to the address below at or before 12:00 (local time) on March 21, 2008. All Bids must be accompanied by a Bid Security in amount of at least 15,000,000 MKD, i.e. 250,000 EUR or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of Bidders’ authorized representatives and anyone who choose to attend at the address below at 12:00 (local time) on March 21, 2008.
